Accelerating Low-Carbon Infrastructure: Launch of GERIN

Jakarta, 29 July 2025 – The GHG Emissions Reduction in Infrastructure (GERIN) initiative was officially launched at the Joint Achievement Ceremony & Roundtable Discussion organised by the Ministry of Public Works and Housing (PUPR) in collaboration with the Indonesia–Australia Partnership for Infrastructure (KIAT).
GERIN is an Excel-based tool designed to estimate and guide efforts to reduce greenhouse gas (GHG) emissions in the infrastructure sector. Its scope of analysis covers the entire project life cycle — from pre-construction, material production processes, operational/use stages, to end of life. The main sub-sectors included are drinking water supply, sanitation, dams, irrigation, roads, and bridges. The tool also offers clear mitigation options based on lifecycle analysis.
On this occasion, the chair of the Indonesian Cement Association (ASI) was one of the panellists in the discussion and emphasised several important points:

  • GERIN is a much-needed framework for measuring and managing GHG emissions in infrastructure projects.
  • The integration of GERIN into regulations and public procurement policies is very important for promoting low-carbon practices.
  • Government project specifications that still require the use of Ordinary Portland Cement (OPC) need to be updated to accommodate low-carbon cement.

This alignment will accelerate the adoption of green cement, reduce emissions from the construction sector, and support Indonesia’s decarbonisation targets. The cement industry is ready to fully support the implementation of GERIN as a practical step towards a low-carbon future where innovation, policy, and collaboration are the main drivers of sustainable development.
