Indonesia Cement Association (ASPERSSI) formally signed a Memorandum of Understanding with the Government of West Java Province

Bandung, 26 February 2026 — Indonesia Cement Association (ASPERSSI) formally signed a Memorandum of Understanding with the Government of West Java Province, represented directly by Governor Dedi Mulyadi at Gedung Sate, Bandung.

This MoU focuses on Sustainable Regional Waste Management in West Java, with a clear objective: to accelerate the realization of a cleaner, waste-free environment through the processing of municipal solid waste into Refuse-Derived Fuel (RDF), which will be utilized as alternative fuel in the cement industry.

The agreement aims to:

  • Develop and implement programs supporting waste processing into RDF
  • Strengthen technology, infrastructure, financing options, and data exchange
  • Map and prepare cement plants in West Java as qualified RDF offtakers
  • Facilitate collaboration between the provincial government and cement industry players.

This MoU demonstrates the strong commitment of the cement industry in West Java — including SBI (SIG Group), Indocement, and Semen Jawa — to be part of the solution to municipal waste challenges. By utilizing RDF as an alternative fuel, we reduce dependence on fossil fuels while directly supporting the industry’s decarbonization roadmap.

Currently, around 20 cities in Indonesia are already operating RDF plants, including 5 cities in West Java. In addition, 8 more cities in West Java are in the MoU stage for RDF development. Looking ahead, it is estimated that by 2030 the cement industry in West Java alone could absorb approximately 2,800 tons per day (tpd) of RDF, demonstrating the significant potential of this collaboration.

Nationally, the cement industry continues to increase the use of alternative fuels, including RDF, as part of our broader commitment to reducing greenhouse gas emissions and accelerating the energy transition.

The signing ceremony, held alongside several other MoUs between the West Java Provincial Government and various stakeholders, reflects a strong and collaborative governance approach under the leadership of Governor Dedi Mulyadi. This partnership marks an important step forward transforming waste challenges into sustainable energy solutions for cleaner and greener West Java.
