Ministry of PUPR Encourages the Use of Environmentally Friendly Cement Materials

Jakarta – As the supervisor of construction services, the Ministry of Public Works and Public Housing (PUPR) encourages sustainable construction principles that pay attention to the environment.

Director General of Bina Konstruksi Rachman Arief Dienaputra said that one of the efforts to implement sustainable construction principles is the use of appropriate materials that are environmentally friendly.

‘One of them is environmentally friendly cement material, better known as Non Ordinary Portland Cement (Non OPC),’ said Rachman Arief in a webinar entitled Optimising the Use of Environmentally Friendly Cement at the Ministry of PUPR in order to Realise Sustainable Construction Development, Thursday (5/10/2023).

Rachman Arief said, cement itself is a very important raw material in construction work. Determining the type of cement will affect the implementation process and the resulting construction results.

‘In the Ministry of PUPR, there have been several regulations that explain the procedures and instructions for using Non OPC Cement in construction work, including through PUPR Ministerial Circular Letter No. 07/2016 concerning Guidelines for Determining Normal Concrete Mixtures with OPC, PPC and PCC Cement, which is a guide to the use of Non OPC cement types according to the type of construction building,’ said Rachman Arief.

In addition to the Circular Letter, Arief said that PUPR Ministerial Instruction No. 04/IN/M/2020 on the Use of Non OPC Cement in Construction Work at the Ministry of PUPR has also been issued, which is an effort to encourage the use of Non OPC cement in construction work at the Ministry of PUPR as an effort to realise sustainable construction development.

‘Non OPC cement has several advantages, both in terms of technical, economic and environmental. The utilisation of Non OPC cement is done by adjusting the type/specification with the type/designation of construction work, whether for road construction, dams or building construction,’ explained Rachman Arief.

Rachman Arief said, today’s webinar activity was an initial effort to convey information about the types and specifications of Non OPC cement, the advantages and supply and availability of Non OPC cement. ‘Furthermore, the Director General of Bina Konstruksi will initiate further discussions with each Organisation Unit of the Ministry of PUPR to optimise the use of Non OPC cement,’ Rachman Arief said.

Chairman of the Indonesian Cement Association (ASI) Lilik Unggul Raharjo said that ASI and related stakeholders are ready to succeed in Optimising the Use of Environmentally Friendly Cement at the Ministry of PUPR in the context of Sustainable Construction Development.

‘From 2010 to 2022, the carbon intensity of Indonesia’s cement industry was reduced from 725 kg CO2/ton cementitious to 631.70 kg CO2/ton cementitious, achieving an absolute emission reduction of 6.54 Million tonnes CO2 or a decrease of 12.9%. The cement industry plays a critical role in reducing CO2 emissions and commitment to implementing strategic initiatives is essential to achieve net-zero carbon emissions,’ said Lilik. (Jay)
